1.1. The Chair welcomed Members and members of the public to the meeting.
1.2. Apologies were received from Bethan Jenkins AM.
1.3. The following Members declared relevant interests as members of unions:

2.1. The Committee received evidence from:
· Mark Drakeford AM, Cabinet Secretary for Finance and Local Government
· Paul Webb, Deputy Director, Devolved Services Reform
· Nicola Charles, Lawyer
2.2. The Cabinet Secretary for Finance and Local Government declared a relevant interest as a member of a union.
2.3. During the session, the Cabinet Secretary agreed to provide clarification on the extent to which the Bill would affect those who provide public services on behalf of devolved Welsh authorities as well as those authorities and their own employees.
3.1. The Committee received evidence from:
· Sophie Howe, Future Generations Commissioner
· Marie Brousseau-Navarro, Director of Policy, Legislation and Innovation
3.2. The Future Generations Commissioner agreed to provide a copy of the letter sent to all local authorities in relation to the statutory timescales in the Well-being of Future Generations (Wales) Act 2015 and the Local Government (Wales) Measure 2009.
3.3. The Committee agreed to write to the Future Generations Commissioner on matters not reached during the meeting, and on matters raised during the session.
The Committee discussed the evidence received under item 2 and agreed to write to the Cabinet Secretary for Communities and Children on matters raised during the session.
4.1.a. The Committee noted the correspondence from the from the Llywydd in relation to Senedd@Newport
4.2.a. The Committee noted the correspondence from the Chair of the Constitutional and Legislative Affairs Committee in relation to 'A Stronger Voice for Wales: engaging with Wales and the devolved institutions'
4.3.a. The Committee noted the correspondence from the Chair to the Welsh Local Government Association in relation to refugees and asylum seekers
4.4.a. The Committee noted the correspondence from the Chair to the Minister for State for Immigration in relation to refugees and asylum seekers
5.1 The Committee agreed the motion.
